Can't really generalize "Europe" -- I know there used to be really violent and creepy cartoon shows on public service television here (Sweden), and aside from Pokémon/Digimon/Beyblade (ie obvious things) they're releasing a lot of fairly violent anime domestically here. I think even Ninja Scroll is in the lineup, though I could be misremembering.
