To answer your question as for why Pi was the one elected as the Junior leader was actually due to popularity back then- he was very popular among the Juniors and before Tackey and Tsubasa debuted, Tackey was the one in charged- he produced Shounen Club and the first SC was on Pi's birthday-well, they were really close anyway. Tackey was the one who actually gathered Four TOPS if I'm not mistaken, and they were first announced as a group was during the final Junior Concert for Tackey and Tsubasa- I'm confirm about this because I watch the Fancam of the concert.
The reason why 4 TOPS was formed is to lead the Junior with Pi- selected by Tackey due to Pi's popularity- with 4TOPS as Pi's assistants.Well, actually I'm pretty sure people will say Toma was more suitable, but in fact, Tackey who was the Junior leader with Tsubasa like his assistant were the one organizing all the concerts and produced the SC and he took Pi and Toma out of 4TOPS under his wing. This is obvious because they were the ones who get the spotlight when it comes to Junior leaders.
